Rafael Mitchell

Mr. Rafael Emmanuel Mitchell was born and raised in Mt. Pleasant, Tobago.

A holder of a Bachelor of Science Degree in Management from the University of the West Indies, he worked with the Government of Trinidad and Tobago for 41 years. His career started as Clerk I at Inland Revenue in Tobago and he moved through the ranks to Revenue Officer V in Trinidad. 

Mr. Mitchell had two tours of duty in Trinidad – September 1983 to September 1986 as Revenue Officer II; then again from 2010 to 2013 as Revenue Officer III, Revenue Officer IV then Revenue Officer V. 

He returned to Tobago as a Revenue Officer IV, pending appointment as Administrator in the Tobago House of Assembly where he served from April of 2014 to September of 2015 in the Division of Education, Youth Affairs and Sport, with responsibility for Library Services.

An Ordained Minister of the Church of God Seventh Day for 36 years, Mr. Mitchell retired from the Public Service in September 2015.
